It's commonly called a "doctor"
Google it and you will find lots of information and pictures. Basically it replaces the fishes tongue. Horrible parasites

It's a blue throat wrasse, quite rare this far up the coast

They are Zebra fish, rare but occasionally they show up in Sydney
