Nippers are a great bait and if you can find a good sand flat covered in little holes then you will most likely get nippers. The best spots are those that are all but uncovered by low tide and have thousands of holes about the size of a match head. All you need is a stainless steel bait pump, about $50 from most bait and tackle joints. If you buy one make sure it is the longer version as they are better on the back.
