Paramedics have urged people to take care when swimming after a man drowned and five others were pulled from the water in a grim day on Victorian waterways.

A 43-year-old Kew fisherman died when he was swept from rocks at San Remo near Phillip Island about 1.30pm (AEDT) on Wednesday.

The man's body was located at about 6.30pm (AEDT) after an extensive search by police, the Westpac chopper and State Emergency Services volunteers.

Four others including a two-year-old boy were pulled from the water unconscious after nearly drowning.

Another man suffered suspected spinal injuries after jumping from a pier at Middle Brighton in bayside Melbourne.

The man's 12-year-old son and bystanders treaded water as they held on to the man and kept his head above water 150 metres from shore just before 8pm (AEDT).

Advanced life support paramedic Dean Jensen said the man was placed on a spinal board and taken to the Alfred Hospital.

"We ask that people be careful about diving into water, especially when they are unsure of how deep it is," he said.

Across Victoria thousands flocked to beaches and pools on Wednesday with temperatures in the high 30s.

At Eastern Beach in Geelong, a man in his 40s was found unconscious and lying face down in water.

He was taken to Geelong Hospital in a critical condition.

At nearby Anglesea another man in his 40s was pulled from the water and taken to the same hospital in a stable condition.

At Safety Beach on the Mornington Peninsula a man was dragged unconscious from the water and flown by air ambulance to the Alfred Hospital.

In suburban Templestowe, a two-year-old boy was not breathing when pulled from bottom of a backyard pool around 2pm (AEDT) and was given mouth-to-mouth resuscitation while paramedics were called.

He was taken to hospital in a stable condition.

The incidents came a day after a 15-year-old from Braybrook, in Melbourne's west, drowned at Albert Park beach.

Paramedic Cameron Rothnie, who attended the incident involving the two-year-old, urged people to take care at beaches, pools and waterways.

"If you are down the beach, swim between the flags and don't head into the water without a friend or relative there to swim with you or keep watch over you," he said.

"And, no matter where you are, never take your eyes off children near water."

Surf Life Saving Victoria's Guy Britt reminded beachgoers alcohol and swimming do not mix.

"It is one of the worse things you can possibly do, once you have a bit of alcohol in your system your reflexes are dulled, your judgment is off and even somewhere as calm as the bay can become an extremely dangerous place," he said.
