bag limit on mullet. confused

It states that there is a bag limit of 20 mullet under 15cm to be kept alive for bait. Also another rule of for sea mullet to be 30cm and over.

Does this mean that the smallest mullet I can keep as dead bait is 15cm and over as long as it is not a sea mullet?

You can keep mullet under 15cm for live bait only, any fish larger than this must be released unless they are over 30cms.

The smallest mullet you can keep for dead bait is 30cms. There is an * next to the bag limit, if you look at the bottom of the page there is a key, "* Bag limit comprised of any single species or a combination of listed grouped species"

This is how i understand the rules. Anyone else care to clarify.

If in doubt, give your local fisheries office a call or any fisheries office and get clarification on it.
