First off,, let's assume you are talking about after Covid lockdown!! Almost any beach is OK, do a bit of exploration work yourself. When you get to a beach (I prefer low tide) look for any "structure" like a deep gutter or some rocks and fish there. Don't start off with a huge rod, a kilo of sinker, 15kg line and a chunk of bait, and cast the lot over the horizon, start with a relatively light outfit, maybe 4-6kg line and use beach worms or pippis for bait (summer is the best time of the year) use a small long shank hook,  try for a low tide right on daylight and get there early before all the swimmers get out and about. With that basic start, you can then expand to Salmon and Tailor in the cooler months, and learn how to catch your own worms and pippis.
