Where you say it looks like the paint is worn off, you should prolly get that one sorted properly, what has happened is the gel coat has come worn off which is the protective coating used to water proof the boat. On its own polyester resin is not waterproof and if left to long it could cause some osmosis.

It was pretty funny watching him wind it in, I ended up helping towards the end but he certainly did his share!!!
