Answers to your questions might tell you where to fish on any particular day, but when to go fishing I leave that to the depending on what mood she is in. If she is in a bad mood it is definitely time to go fishing! If she is in a good mood it is definitely time to go fishing! Remember the No.1 rule - "You won't catch fish if you don't go!" I go fishing as often as possible,and I've just started to keep a diary with the following info: date, time, location, day of week, outside temp, water temp, wind strength & direction, swell size & direction, weather (eg. cloudy), recent rain, barometric pressure, water clarity, bait, rig etc.etc. I decided at the outset to be really anal about it otherwise it's going to be of limited use. I have also noticed that there is one available (published by AFN) in the bookshops that I may purchase. Hopefully, next year I'll be able to see some trends and catch more fish! (I started in December and am already seeing some things that I hadn't thought about).
