RTA to be killed off

The RTA and NSW Maritime are to be killed off in their current form.

A new agency, Roads and Maritime, will be created in their place, the Transport Minister Gladys Berejiklian and Roads Minister

Duncan Gay announced at a press conference this afternoon.

Also, the NSW Department of Transport will be renamed Transport for NSW as part of a state government restructure.

"This is the biggest structural change to NSW transport in 16 years," Ms Berejiklian told reporters in Sydney.

Transport for NSW will be responsible for the co-ordinated delivery of transport services across all modes of travel, with a focus

on the customer, Ms Berejiklian said.

"This is about making life easier for the customer," she said.

"Most of them were duplicating work," she said.

Legislation authorising the new agency will be introduced at the next session of parliament, but Ms Berejiklian said the

government still had planning to do.

"We will start the master planning process as soon as we can," she said.

"We don't envisage it will happen by the end of the year."

Mr Gay also noted that the RTA and Maritime Australia would be merged into a single body, under the command of Transport

for NSW.

"This is a major day. It is fulfilling a promise made by Labor in 1995," Mr Gay said.

"Weeks ago I indicated that the RTA would not be the same after this process.

"The RTA as we know it will no longer exist."

The new transport body will oversee customer experience, planning and programs, transport services, projects, freight and

regional development and policy and regulation.

There will be six deputy director general positions within the agency, which have yet to be filled.

Announced this morning

The overhaul was announced to staff by the Director General of Transport NSW Les Wielinga this morning.

The Public Transport Ticketing Authority, the Country Rail Infrastructure Authority and the Transport Construction Authority will

all cease to exist as independent entities.

Their functions will be subsumed within Transport for NSW.

The Coalition government has been working on the restructure since taking office.

In a letter, Mr Wielinga said: "The changes we have embarked on will not only put the customer at the centre of

everything we do, they will also emphasise we are one team, with every person across the transport portfolio playing a key

role in shaping the results that we deliver.

"In the first 12 weeks we have achieved our objective of defining the organisational structure and the functions of each part of

the new organisation. We have also clearly defined the role of the transport service providers.

"Transport for NSW will be responsible for improving the customer experience, planning, program administration, policy,

regulation, procuring transport services, infrastructure and freight. The operating agencies are going to be solely focused

on service delivery, which means that some functions or areas currently in the operating agencies and the Department of

Transport will move to Transport for NSW.

"The focus for the integrated transport authority is the customer, be it a public transport user, a motorist, pedestrian or

producer such as a farmer or manufacturer. The customer will be at the centre of everything we do."

Major changes as outlined in the letter

  • The RTA and NSW Maritime cease to exist in their current form. A new agency, Roads and Maritime Services, will be created in their place.
  • The Transport Construction Authority (TCA) – its functions will move into the Transport Projects Division.
  • The Country Rail Infrastructure Authority – its functions move into Transport Services Division.
  • All functions of the Centre for Road Safety (CRS) from the RTA – move into Transport for NSW except the operational aspects from CRS, such as Crashlab, which will remain with Roads and Maritime Services.
  • The Public Transport Ticketing Corporation, which is responsible for managing the integrated ticketing project – reports into the Transport Services Division, as it moves into the delivery phase of the project.
  • The Transport Management Centre (TMC) – remains a separate operating function, under a service agreement administered by Transport Services Division.

One thing you guys haven't mentioned yet is that this will most likely lead to the same situation as exists already in Qld under Qld Transport. That is that your Maritime licence is an endorsement on your drivers licence, which means if you lose one, you lose both.

Presently this is not the case in NSW. So a loss of licence on points for minor traffic infringements means you can't drive a boat or a loss of boat licence for 1 too many beers means you can't drive your car. I'm not condoning drinking on the water but the licences will be linked and treated as one.
