Seagulls in the dark

Hi all, Ive been moving through middle harbour at very early times (still dark) and often come across a big patch of seagulls who fly out of the way when I get close.

Is this just seagulls resting or could something fishy have happened earlier?

So I guess my question is: 

Is it worth it to stop, in the dark, and randomly pepper the area with lures to see if there is a bite? Not sure id have much luck spotting a bustup due to reduced visibility.

Seagulls often have problems with fish predators nipping at their feet (quiet often see a one legged seagull ) so they prefer the quieter bays etc to rest up in, If the gulls are not diving there are no fish in area.

My brother Greg quite often scares a lot of gulls resting on the water when he goes out Saturday night at 10pm chasing squid for the following day's fishing,,, so I wouldn't waste my time having a fish where they are sitting on the water.
