Shore jigging flathead.

Anyone here uses flutter jigs for flathead? I have been watching a bunch of Japanese dudes punching 40-60gram jigs out for flathead. I can understand 15-20gram jigs but

 

q1.doesn't that fall too fast with jigpara? And also the snag?

 

q2. When a metals retrieve from bottom. To my understanding even with rod lowered a retrieve will cause it to diagonally move up in water column. So how do you sustain keeping it near bottom without hopping with benimaru jigs?
