The front dorsal is different because it's laying down flat, Samson Fish have a small front dorsal fin just like Amberjacks do.
I'd say that it's an juvenile Amberjack because of the black stripe through the eye.

The Largescale Grunter (Terapon theraps) has the same genus as the Spikey Trumpeter/Crescent Perch (Terapon jarbua) but they are two different species.
