Really depends on what type of power socket/ jack  it uses , it could be mini / micro usb , could be a barrel jack . Could you take a picture ( close up if possible ) of the power socket ? Does the torch have a charging/ charged indicator light ? I have seen some torches that have the charge control circuit built into the charger itself but not for a long time - most have it on the torch itself .

You need 5volts at 500ma =milliamperes = 0.5 amp or more so a 1amp charger will be ok .
Types of USB sockets

A DC power jack or socket - they come in different pin sizes but the most common are 1.75mm ,2mm and 2.5 mm , the 2mm and 2.5 mm typically have a hole size of 5.5mm and off the top of my head the 1.75 mm has a hole size around 4mm . These holes are the hole you plug the charger into .

The jaycar one comes with different size adapters that are easy to change and has the most common dc power plugs , best bet is to take the torch in with you just to be sure . Typically these are set up with the pin being + ( positive) and the outer housing - ( negative ) .
Have you tried contacting Arlec Australia? Their website states they keep a wide range of spares for many of their products - might be a long shot but worth a phone call or an  email - just  quote the model number .

Another option is this which will plug into an old phone charger .

Or if you are certain it is 2.1 mm this is cheaper and they are located in Newcastle.

did not think to ring Arlec  , i will do that to begin with  although i think they will charge a fair bit for a replacement if there is one , Torch i payed $55 from memory  a couple of years ago , the information you provided  ( 5volts at 500ma =milliamperes = 0.5 amp or more so a 1amp charger )    is exactly what i was looking for because when i looked at all the 5 v universal chargers on  ebay , they had all these different options   eg, 1amp, 2amp,3amp  so i was not sure what to look for ,   all of the information you provided  will get me what im looking for  , i just have  to look through it all and find the cheapest option , once again  you have been very helpful , thank you kindly ,    leonard.
