The chat room is open for members usage. Usually if you open the room it is a good idea to make a post in The Bar or Site News and Info to invite others to join you. The chat button is up top of the forum page - note, if you right click and select open in a new window then you can have both the chat screen and fishraider forum open at same time in separate windows.
